Objective This 2-day seminar aims at helping the participants to reflect on and consider, from the Chair’s perspective, the possible techniques for managing the three fundamental categories of factors influencing the meetings and negotiations they will have to handle, namely the procedures, the processes and the people (3P). This will require a large set of skills. On one side, the Chair will need to know how to apply the Council Rules of Procedures and the Protocol, to understand the legal and technical tools to craft compromises with the Commission and the Council Secretariat, to manage time or to open appropriately the meeting of a working party. On the other side, the Chair will need to juggle with several cultural differences, create the right atmosphere, be trustworthy, communicate efficiently, choose the right words and master diplo-speak, improvise, settle disputes and diffuse tension, or use the right chairing style.
Teaching method The programme will offer the participants precise targeted guidance in a highly interactive format. It will alternate a simulation exercise with theoretical and procedural contributions, a workshop and exchanges of practices. Throughout the seminar, participants will receive feedback on the main elements identified during the simulation, as well as tools to possibly improve the negotiation and chairing process during the meeting of a Council working party. The simulation exercise will offer several participants the occasion to Chair in a genuine Council operating mode. The training experience therefore offers a laboratory to audit, test, exchange and improve one’s assumptions, knowledge and practice of chairing techniques during the meeting of a working party; from a scientific and technical, but also individual and interpersonal, perspective. The programme will rely on the expertise of four trainers with experience in strategic preparation, training, advice and of course chairing of a former Chair, a Council General Secretariat representative and specialists in negotiation and communication.
